November 12, the newly-established government at Canton
expressed a desire to remuse service. The conditiona
upon which it was suggested this might be done are set forth
in Sir Frederick Lugard's despatch to lir. Harcourt · of
November 21 which likewise quotes the Governor's telogram
asking me to obtain the concurrence of the Imperial Govern-
ment to the proposed arrangement and my reply to His Excel-
lency of November 14. I felt that it would be of little
use to approach the Central Goverment who had lost all
suggesting authority in the Province anxi my object in XXX NIKE that
fwxle should be withdrawable only on the joint signaturea
of the Managing Director, the Engineer-in-Chief and the
Chief Accountant was to strengthen British financial control
over the line and had in view a continuanos of this arrange-
ment in the future. The accompanying despatch from Hie
Injesty's Cosful-General at Canton (llo. 39 of December 28)
whom I had instructed by telegraph in the above sense, atates
that the railway authorities are carrying on their dution
on the linee I had advoanted.
In a despatch dated loveaber 14 Sir F. Lugard
had invited my special attention to the recognition of the
draft
